Tramped in December Weather Storm

Why is it so difficult to get the side street cleaned?
Especially, the hills and steep streets.
Residents are unable to move their cars, go to the store, We are Tramped, and the no one cares. It is unfair with the taxes we pay and not to have a truck of sand or salt. Suggestion use the garage truck to spread salt or sand to help the neighborhood.
